Juan Briones Alonso
Juan Briones Alonso is an independent advisor in competition policy. He earned his degree in Economics from the Universidad Autónoma de Madrid, specializing in Economic Theory, and has a diploma in EU law from the Center of Constitutional Studies in Madrid.
He is a member of the Ilustre Colegio de Economistas de Madrid and of the American Economic Association. He belongs to the group of competition experts of the EU Commission’s EUROMED programme, is a member of the Association of Competition Economics and sits in the Management Committee of the Asociación para la Defensa de la Competencia, he is Associated Professor of the Instituto de Empresa and features in the list of 100 worldwide economic experts of the International Whos’s Who of Competition Lawyers and Economists.
- 8 years as an official of the EU Commission’s Merger Task Force, where he examined over a hundred merger cases in a wide variety of sectors. He drafted the EU guidelines on market definition and participated in the working groups responsible for the EU guidelines on vertical restraints and the EU guidelines for horizontal restrains.
- 2 years in the Antitrust Directorate for Services in DG COMP
- 2 years in private practice, as Associate Director at NERA where he was co-responsible of the Antitrust Policy Area in NERA Madrid and previously in the Antitrust Policy Area for Garrigues Andersen.
- 5 years as an independent advisor to companies and their legal representatives.
Julio Garcia Cobos
Julio García Cobos is an independent advisor in competition policy and economic regulation. He is a PhD in Economics from the State University of New York at Stony Brook and a BA in Economics from Universidad de Oviedo, Spain.
He has more than 8 years of experience as an economic consultant, first, at NERA-Madrid (1998-2004) and, then, as an independent advisor. During this period Julio has carried out multiple consulting projects in Europe, Latin America and Africa establishing an expertise in competition policy and economic regulation, in particular, of the transport sector. He has regularly applied quantitative analysis, such as financial modelling, valuation and econometric techniques.
Before becoming a consultant he worked for the United Nations, New York (1994-1997), as an economic affairs officer in the area of environmental economics.
He has also taught extensively at the universities of Oviedo, Alicante and Carlos III de Madrid, where he is currently teaching Industrial Economics.
Roger Daout (special consultant)
Roger Daout earned both a degree on Economics and Law. He developed his career as an official of the EU Commission at DG COMP, founder member of the Merger Task Force, where he was Head of Unit.
